Allan Hancock College is accepting applications for a full-time, 12-month administrative position responsible for developing, planning, directing, and supervising the institutional grants program. The desired start date is July 2017. The successful candidate must pass a Department of Justice clearance and a pre-employment health and physical before the start date.

Work Schedule:
The work schedule is a forty (40) hour work week. May be required to work a flexible workweek which includes day and evening hours and occasional weekend assignments and may be assigned to any district location.

SALARY AND BENEFITS:
Annual salary range is from $90,683 to $108,225, range 13 on the Management Salary Schedule.
There are longevity increments after the top range is reached. A doctoral stipend of $2,500 is paid to those who qualify.
Benefits include medical, dental, life, vision (employee only), salary protection insurance, and eligibility for PERS retirement.

DEFINITION
Under general direction to plan, develop, coordinate, and implement institutional grant activities through the College Advancement office, to supervise clerical and other support personnel, and to do other related administrative duties as required; and promote and value the mission and vision of the college.

CLASS CHARACTERISTICS
This is an administrative position responsible for developing, planning, directing and supervising the institutional grants program. An incumbent in this position reports directly to a cabinet-level administrator. The administrator appointed to this position will work with college administrators, faculty, staff and external agencies to coordinate and develop grant proposals. The administrator will oversee the successful implementation of grant funded projects. He/she will independently perform professional work involving judgment in the interpretation and application of policy and procedures. Incumbents have a high frequency of responsible contact with administrative and professional staff, students, and other public/private agencies requiring tact and good communications skills. The incumbent will provide leadership to the district by planning, preparing, submitting, and monitoring external grant applications to appropriate agencies as necessary to reinforce the ongoing success of the district.

ESSENTIAL FUNCTIONS
1. Plans, directs, implements, and coordinates District-wide the preparation of applications for institutional grants and other alternate funding sources.
2. Provides leadership to the district in identifying and prioritizing the district's grant development needs.
3. Identifies funding opportunities and alternative resources that address the district's stated mission and goals.
4. Collaborates with district staff to determine funding needs.
5. Publicizes and distributes funding information to the college staff.
6. Develops, writes, and submits original grant proposals and applications for funding.
7. Assists administrators, faculty and staff with grant concept development, providing continuous operation and management assistance for faculty and staff assigned as project directors of grant funded programs.
8. Monitors the progress on activities of all funded projects.
9. Oversees the maintenance of centralized files for externally funded programs and other grant activities.
10. Oversees the preparation of financial reports, final claims and program reports for submission to funding agencies.
11. Monitors master calendar of all grant activities and reporting dates to comply with all required documentation and guidelines.
12. Represents the district in partnerships and collaborations with community, governmental, and professional organizations, as well as local education agencies and other post-secondary institutions.
13. Represents the district in partnerships with private sector companies and organizations in developing funding proposals.
14. Oversees budgets for externally funded projects and the Resource Development Office.
15. Prepares and delivers presentations to the district Board of Trustees, college committees and the community on the status/success of funded projects and future funding needs.
16. Recruits and assists in the hiring of grant personnel, and initiates appropriate contracts and sub-contracts.
17. Negotiates with funding agents on final terms of approved proposals.
18. Represents the district at regional, state, and national conferences and participates in appropriate community organizations and activities.
19. Serves on a variety of district committees as assigned.
20. Performs other duties as assigned.


MINIMUM QUALIFICATIONS

Knowledge of:
Governmental agencies involved in education.
Government and private funding sources for grants.
Preparation of grant proposals.
Work force needs of business, government, and industry.
Applicable sections of the California Education Code and federal and state regulations.
College policies and procedures.

Demonstrated ability to:
Plan and prepare successful grant proposals.
Direct and evaluate the work of others and oversee the functions of an office.
Plan and coordinate the activities and personnel necessary to create competitive grant proposals.
Analyze, evaluate, and recommend innovative solutions to district priorities and goals.
Reconcile divergent views.
Negotiate with funding agents and follow-up on progress of grant activities.
Communicate effectively both orally and with high level writing skills (including public speaking ability, ability to provide public testimony as needed, and ability to prepare grammatically correct and error-free documents.)
Establish and maintain cooperative working relationships with all segments of the college community and general public.

Education and Experience:
A Master's degree or higher or equivalent from an accredited college or university and a minimum of two years of successful grant development and monitoring experience.

Physical Demands:
Typically may sit for extended periods of time.
Operates a computer.
Communicates over the telephone, by email, and in person.
Regularly lifts, carries and/or moves objects weighing up to 10 pounds.

Working Conditions:
May be required to work a flexible workweek which includes day and evening hours and occasional weekend assignments and may be assigned to any district location.
Duties are primarily performed in an office environment, at a desk or at a computer.
The incumbent will experience interruptions while performing normal duties during the
regular workday.
The incumbent will have contact, in person, via email, or on the telephone, with executive, management, supervisory, academic and classified staff and the general public.
Work may require travel to other offices or locations to attend meetings or conduct work.

Evidence of a sensitivity to and understanding of the diverse academic, socioeconomic, cultural, and ethnic backgrounds of staff and students and to staff and students disabilities.
