General Purpose
About the Position
State Center Community College District (SCCCD), a multi-college district, is looking for a District Director of Information Systems. The Director will report to the Chief Technology Officer (CTO) with the responsibility for the day-to-day operation of the Information Systems department. The ideal candidate will possess excellent management skills, systems engineering skills, broad knowledge of information technology, project management skills, and oversee the Information Technology Team.

Have demonstrable knowledge, experience, skills, and attitude in the following areas:
  • Plans and budgets: The position sets up timetables to achieve results, and allocates needed resources for execution.
  • Department staffing: The position works with Human Resources and Personnel Commission to set up structures to achieve staffing plans, provides policies and procedures to guide the staff, and creates systems to monitor the execution.
  • Controls and solves problems: Reviews outcomes, detects variations from the plan, and plans and organizes to correct such variations.
  • Risk Management: This position must be able to manage risk to increase velocity to solve problems.

    General Purpose
    Under general direction, plans, organizes, directs and integrates operations of the District's centralized enterprise-wide technology systems and infrastructure that support instructional, student and administrative services; provides leadership for all information systems and technology matters for the District office; works collaboratively with Directors of College Technology Services to coordinate efforts to enhance systems, establish schedules and priorities and standardize service levels; and performs related duties as assigned.

    Essential Duties & Responsibilities

  • Plans, organizes, directs, controls, integrates and evaluates the work of the District Information Technology department; with team leads and staff, develops, implements and monitors work plans to achieve goals and objectives; contributes to the development of and monitors performance against the annual department budget; manages and directs development, implementation and evaluation of plans, work processes, systems and procedures to achieve annual goals, objectives and work standards.
  • Directs and manages the performance of team leads and staff; directs and oversees the selection of staff; establishes performance requirements and personal development targets for direct reports; regularly monitors performance and provides coaching for performance improvement and development; recommends compensation; hears and acts on grievances; subject to concurrence by senior management and Human Resources, approves or takes disciplinary action, up to and including termination, to address performance deficiencies, in accordance with Personnel Commission Rules, Board policies, Administrative Regulations, Human Resources procedures and collective bargaining agreements.
  • Provides day-to-day leadership and works with staff to ensure a high-performance, service-oriented work environment that supports achievement of the department's and District's mission, objectives and values; promotes workplace diversity, inclusion, cultural competency and a positive work environment.
  • Provides support to team leads and others regarding disciplinary actions and grievances; approves related decisions.
  • With other members of senior management, participates in the development and implementation of District strategic plans, goals and objectives; leads and directs department staff in the development and application of new methodologies, technologies and business process improvements to achieve higher efficiency, productivity and customer service in department work processes.
  • Through subordinate team leads, plans, organizes, directs and manages District-wide information technology programs and services to effectively meet the District's instructional, student and administrative needs for innovative and reliable technology solutions delivered in a customer-focused and cost-effective manner; directs and manages: development or selection and maintenance of enterprise applications including an Enterprise Resource Planning System (ERP); development and administration of the District's technical infrastructure including LAN/WAN and wireless network and operating system platforms, enterprise database administration, data storage and data warehouse solutions, VOIP and website and portal technologies; ensures that standards for availability, reliability, integrity and security of data and processes are met.
  • Manages and oversees the development, implementation and administration of enterprise disaster response and recovery processes and security strategies, approaches, technologies, systems and tools; monitors and takes action to ensure the effective enforcement of security processes and protocols.
  • Stays abreast of emerging trends and developments in technology solutions for instructional support, student records and account management and other business and District needs; researches, evaluates and promotes the use of new technologies and approaches, particularly in institutions of higher learning, to achieve District strategies and goals; initiates changes in system design, hardware capacity or configuration, and resource allocation as needed.
  • Evaluates District benefits and direct and other costs of potential information system projects and new application software; evaluates systems for maintainability and compatibility with the District's information technology environment; establishes priorities, balances and allocates resources, monitors the progress of projects and makes adjustments to schedules and scopes of work as needed.
  • Collaborates with Directors of College Technology Services on infrastructure projects and projects affecting the enterprise network infrastructure and enterprise applications to ensure District-wide needs are met in a cost-effective manner and to encourage integration.
  • Directs the preparation of proposals and bid specifications for the procurement of information technology solutions related to District-wide services; evaluates vendor proposals for purchases of hardware, software and technical services to ensure adherence to technical specifications and that expenditures are in the best interest of the District; directs or personally conducts negotiations for the acquisition, lease, modification, installation and maintenance of computer software, hardware and related products for the District's information systems.
  • Develops and enforces policies and procedures to ensure the protection of college technology assets and the integrity, security, recovery and appropriate confidentiality of data.
  • Demonstrates sensitivity to and understanding of diverse academic, socioeconomic, cultural, disability, gender identity, sexual orientation and ethnic backgrounds of community college students, faculty and staff.
  • Makes presentations to the Board of Trustees and to other board-level groups.
  • Serves on District Technology Committees; serves on committees and represents the District at local, regional, state and national conferences, meetings, workshops and training seminars.
  • Participates in shared governance processes and initiatives.
  • Demonstrates sensitivity to and understanding of historically minoritized groups and participates in professional development activities to increase cultural competency to enhance equity-minded practices within the District.

  • Supervises the preparation and submission of required reports such as the District's Management Information System (MIS) report.
  • Oversees maintenance of the hardware and software inventory for the District.
  • Performs related duties as assigned.

    Graduation from an accredited college or university with a bachelor's degree in computer science, information technology, instructional technology or business administration, and at least seven years of recent progressively responsible information technology experience in the design, development, implementation, operation and maintenance of a complex information technology program in a public or private sector organization, at least three years of which were in a management or supervisory capacity; or an equivalent combination of training and experience.

    A valid California driver's license and the ability to maintain insurability under the District's vehicle insurance program.

    The application review process includes an evaluationof training and experience based on given application information and answers to supplemental questionnaire.Only the most qualified applicants, who pass the minimum qualifications review, will be invited to the assessment process.

    The assessment process will include a competency assessment (30% weight) and an oral interview assessment (70% weight). Passing score is 75% out of 100% on each assessment section.

    Candidates who attain a passing score on each part of the assessment will be placed in rank order on an Open-Competitive List.Using the same process, a separate Promotional List will be established and both Lists will be used concurrently.Unless otherwise indicated, the eligibility list will be used to fill current vacancies for at least six months.
