About the Position:
The Division of Administration and Finance serves as the backbone of the CSUF campus, managing a wide array of operations from maintaining and enhancing university buildings and grounds to providing important business support services. Campus beautification, classroom improvements, and technological advancements, continue to be a priority as we enhance the learning environment and facilities. It is the mission of the Division to provide customer-focused administrative support and steward our physical and financial resources in order to fulfill the university's mission and support student success. We are seeking an exceptional individual to join our Controller Office as University Controller. The ideal candidate in this role should have a positive attitude, an active, energetic mind, and a leadership style that is characterized by highly ethical practices and a commitment to diversity, openness, flexibility, integrity, and kindness.

Reporting to the Associate Vice President for Resource Planning and Budget, the University Controller assumes overall responsibility for the University's controllership functions. Provides strategic leadership, directs, coordinates, and oversees the University Controller units which include: Accounting Services and Financial Reporting, Accounts Payable and Travel Operations, Student Business Services, Tax Compliance, and PCI Compliance. Provides oversight of accounting records and all financial and management reporting, implements and maintains appropriate fiscal policies and procedures, monitors budget performance for controller units, ensures compliance with applicable federal and state laws, as well as University rules and regulations for internal accounting practices, establishing and implementing methods to improve efficiency of operations, and providing direction and oversight in fiscal and tax related matters relating to the operation of the University. Promotes an inclusive environment of teamwork and will lead efforts to ensure Diversity, Equity, and Inclusion are incorporated in each department's operations, programs and services. Works collaboratively with senior leadership and campus community to provide functional services vital to accomplishing the University's mission and goals. Other duties as assigned.


Essential Qualifications:
Bachelor's degree from an accredited four-year college or university with a major in accounting, management and/or finance; or equivalent combination of experience and degree; At least ten years of experience directly related to the duties and responsibilities specified with at least five of leadership experience. Demonstrated leadership interpreting and applying federal, state and institutional fiscal policies, regulations, and reporting requirements. The University Controller should be experienced in evaluating, improving and implementing internal controls and must possess the following:

Experience in providing leadership to a diverse staff and delivering a service-oriented approach in a highly regulated and compliance driven environment. Strong management skills, team building experience, and change management abilities in directing and coordinating staff commitment to excellence. Strong verbal and written communication skills necessary to present information in a clear, concise and understandable manner. Thorough knowledge and understanding of institutional policies and procedures and the regulatory environment which the University operates, including but not limited to: GAAP, GAAS, FASB, GASB, Sarbanes-Oxley, tax laws and regulations. Comprehensive knowledge and understanding of federal and state laws, regulations, and operating guidelines related to public institution of higher education. Apply accounting and tax principles to the analysis of various complex accounting and tax issues. Experience in various problem-solving techniques in finding solutions to complex accounting and tax issues. Application of accounting and financial information system technology, including web-based applications, preferably PeopleSoft. Excellent oral and written communication with interpersonal skills and ability to work effectively and collaboratively with faculty, staff, and administrators and represent the University to key stakeholders internally and externally. Experience in strategic leadership over financial accounting, reporting, and systems.

A bacgground check (including a criminal records check) must be completed satisfactorily and is required for employment. CSU will make a conditional offer of employment, which may be rescinded if the background check reveals disqualifying information, and/or it is discovered that the candidate knowingly withheld or falsified information. Failure to satisfactorily complete the background check may affect the continued employment of a current CSU employee who was conditionally offered the position.


Preferred Qualifications:
Experience with PeopleSoft system application. Previous experience working in a union environment. CPA and/or Masters degree from an accredited college or university.
