Salary:

Salary Range: $3,792 - $5,383 per month (anticipated hiring salary: $3,792 per month)

Note: This is a full-time (40 hours per week), probationary, non-exempt position

Organizational Description:

CalState TEACH is an alternative path to a multiple subject preliminary teaching credential. CalState TEACH is designed specifically to serve teachers who are interns or who can volunteer to practice teach in an elementary school (grades K-6). The Kremen School of Education and Human Development houses one of the two regional centers in the state that administers this web-enhanced program.

Overview:

Under the general supervision of the CalState TEACH Regional Director and the lead work direction of the Administrative Services Manager in the Kremen School of Education and Human Development, the candidate will serve as the Credential Analyst I and is responsible for the credential process, including but not limited to learning the State standards and requirements for teaching and service; coordination, technical support, and monitoring of candidates through completion of their application to the Commission on Teacher Credentialing (CCTC) for the issuance of public school credentials and certificates; reviewing credential applications, recommending whether or not applicants for a credential, certificate or permit meet mandated requirements. Incumbent at this level works independently and communicates with students regarding credential requirements, in coordination with CalState TEACH Credential Analyst II and other CalState TEACH Directors. Incumbents at this level do not have the final authority to directly notify the California Commission on Teacher Credentialing that a credential, certificate, or permit be issued to an applicant.

Position Summary:

  • Review credential applications and recommend to Credential Analyst II whether or not an application for a credential, certificate or permit meets State standards and requirements to be recommended for issuance
  • Interpret and evaluate various university and community college transcripts and other documents submitted in support of application, including transcript evaluation for added credential authorizations
  • Circulate and post announcements regarding test dates, activities, and schedules related to credential preparation
  • Establish, review, and maintain accurate files on all teacher credential program candidates for CTC credential eligibility; provide forms and instructions related to applying for credentials
  • Communicate to applicants any unmet requirements for credential applications and monitor ongoing progress of University Interns
  • Maintain resource documents that describe all the rules and requirements for each type of credential
  • Code and key support documents into the PeopleSoft Student Administration System and the CalState TEACH student management system (CAM); run various reports and queries in PeopleSoft, CAM and Excel to monitor case files and ensure quality control of data
  • Maintain accuracy of applicant's record in CAM and PeopleSoft; process credential applications in a timely manner
  • Retrieve and disseminate credential program data and provide reports and queries on status of application files as requested
  • Correspond with students, prospective applicants, faculty, administration, and staff about credential eligibility with frequent oral, written, and electronic communication
  • Work closely with CalState TEACH Directors and Registrar's office to assist with use of PeopleSoft
  • Advise and assist students, staff, and members of the faculty, and school districts and local county offices of education by interpreting credential rules, regulations and purposes
  • Work in an independent setting on all documents, procedures and decisions regarding a student's status
  • Perform other duties in support of the Kremen School of Education and Human Development

    Secondary duties of the job include:

  • Collection and recording of credential processing fees
  • Primary contact for completion of Out of State Program Verification and of Behavioral Science forms
  • Maintain credential forms and applications
  • Participate in coordination and attend the annual Kremen School Convocation and other school events
  • Assist in developing and/or streamlining procedures, tracking data, and systems by contributing expertise concerning functions relative to the University community and credential programs with Technology Services and other university staff
  • Assist in new program development by contributing expertise and technical support as it relates to policies and procedures regarding student status, etc.
  • Provide training for staff and faculty new to the teacher credentialing process
  • Work in a team environment and collaborate with coworkers to achieve goals
  • Attend trainings as necessary to remain current in job responsibilities

    Knowledge, Skills, and Abilities:

  • Thorough knowledge of State standards and requirements for the full range of teaching and service credentials
  • General knowledge of educational practices related to employment of teachers with credentials, certificates, or permits in California school systems
  • General knowledge of school internship programs
  • Broad understanding of the credentialing process

    Ability to:

  • Interpret for others and correctly apply the California Education Code and other such regulations pertaining to the issuance of the various credentials, certificates and permits for public school teaching and service in California
  • Organize and plan work to meet deadlines
  • Evaluate academic qualifications and determine credit to be granted toward credentials, certificates and permits
  • Prepare correspondence, records, and reports
  • Establish and maintain effective working relationships within and outside the work group and serve as a liaison for the unit to other academic departments

    Education and Experience:

  • Equivalent to one year of experience evaluating academic qualifications of applicants for public school credentials, certificates or permits; or

    o Equivalent to two years of experience processing academic records to determine eligibility for admissions or degrees. One year of college level education (full-time equivalent) may be equated for up to one year of the academic record processing experience; or
    o Equivalent to two years of experience performing technical, clerical or secretarial duties involving formulation, revision or interpretation of academic requirements or courses. One year of college level education (full-time equivalent) may be equated for up to one year of the technical, clerical or secretarial experience

    Preferred Skills:

  • Bachelor's degree and/or equivalent training and administrative work experience involving study, analysis, and/or evaluation leading to the development or improvement of administrative policies, procedures, practices, or programs
  • Master's degree in a related field
  • Three years of clerical experience and/or equivalent training and administrative work experience
  • Documented experience working in a complex operation that utilizes workflow system for management of records including data and statistics
  • Recent experience managing education documents in admissions or academic records office
  • Recent experience evaluating transcripts and/or admission applications in a complex workflow environment
  • Recent experience working with teacher credential requirements adhering to the California Commission on Teacher Credentialing standards
  • Data entry experience in a complex student data system, preferably PeopleSoft.
  • General knowledge of teacher preparation programs
  • Thorough knowledge of English grammar, punctuation and spelling, and ability to communicate clearly both orally and in writing
  • Proficient in use of office software packages (Microsoft Office; Word, Excel), computer (PC or Macintosh) and PeopleSoft or other web based data management system.
  • Excellent interpersonal skills at all levels with the ability to work as part of a team and contribute to collegial environment

    Ability to:

  • Learn and interpret a wide variety of complex policies and procedures and support the mission of the department, school, and university related to state credentialing.
  • Understand higher education grading systems and applicable CSU Board of Trustee regulations
  • Understand and abide with the Family Education Rights and Privacy Act (FERPA) and State of California policy regarding the confidentiality of records
  • Communicate with students regarding credential information and respond to inquiries from campus academic advisors, faculty, and program coordinators
  • Independently coordinate routine work assignments and projects including handling multiple priorities
  • Adjust priorities and be responsive to short-notice requests
  • Work in a fast-paced environment
  • Promote teamwork and collegiality
  • Provide credential recommendation, exercise sound judgment, discretion, confidentiality and meet production expectations with minimal supervision
  • Direct, train, and coordinate student assistants in special projects
  • Work with students, faculty, staff and the general public from diverse ethnic, cultural, and socioeconomic backgrounds
