Position Summary:
Managers are responsible for the ongoing leadership and oversight of a program or function, including the Development of strategies and processes which contribute to the University and/or campus mission and accountability for services provided.

The Emergency Preparedness Manager serves the mission of the University by contributing to a safe and secure campus environment in which students, faculty and staff may work, learn and conduct research. This position exercises ongoing leadership and over site of the Emergency Preparedness Division for Metropolitan State University of Denver including operations on and near the Auraria Higher Education Campus and other off campus locations. Expert judgment to tailor known theory, principles and concepts to create new and site specific strategies and processes that match the specific circumstances and needs each location. To accomplish this, duties require the analysis of complex interrelationships between multiple governmental and academic institutions and application of known and established theory to design and develop strategies, programs, guidelines and processes that support the mission of the University and its partners. This position must exercise expert judgement to implement strategies and processes that assess the impacts of significant natural or human caused events such as mass casualty, chemical, biological, radiological exposures, flood, fire, bombing, domestic terrorism, or other explosion, civil unrest, major winter storms, or serious utility outage; conduct analysis and develop guidelines, plans and recommendations designed to mitigate the lasting impacts of these events to the campuses; develop guidelines and programs to assist campus constituencies with preparation of emergency and continuity of operations planning and provides regular training and briefings to facilitate the planning process; serve as a liaison between campus constituencies and local agencies; provide training to University faculty, staff, researchers and students in response plans, Incident Command System, results of hazard analysis, and recovery plans through emergency simulation and table top exercises; identify emergency recovery cost accounting requirements for tracking and reimbursement purposes; develop, implement, and manage plans to facilitate the integration of the University Emergency Response Team and University Crisis Leadership Team into the campus and regional emergency management system; seek to obtain Department of Homeland Security and other resources to increase the safety and security of the University and perform related duties as assigned or required. This position will be the project lead for the Campus Continuity of Operations (COOP) program for all locations to assist constituencies with preparation of business recovery COOP plans.

Duties/Responsibilities:
(25%) Uses expert judgment to establish best practice strategies and process to apply theory, principles, conceptual models and professional standards to develop, implement and manage new processes for the campus wide hazard analysis. This analysis will assess the potential impacts based on geographical location of significant natural or human caused events such as mass casualty, chemical, biological, radiological exposures, flood, fire, bombing, domestic terrorism, or other explosion, civil unrest, major winter storms, or serious utility outage. Use expert judgement to tailor the strategy to identify operational response and Continuity of Operations issues. Develop plans and recommendations designed to mitigate the lasting impacts to the various campuses based on data gathered from vulnerability studies and loss histories of similarity situated institutions or entities. Apply expert knowledge to request and manage appropriate state and federal emergency management and homeland security grants.
(10%) Maintain active liaison with campus constituencies at the various locations, conducting the development of site specific strategies and processes that result in emergency and continuity of operations plans. Develop a network of organizational planners and provide regular training and briefings to facilitate the planning process. Actively participate in North Central Region/Denver Urban Area Security Initiative (NCR/UASI) decision-making activities and provide leadership for NCR/UASI regional emergency preparedness activities and organizations by participating on boards, committees, and other professional organizations. Negotiate Metropolitan State University of Denver participation in regional activities conducted and sponsored by outside agencies.
(25%) Design strategy, systems, processes, guidelines, rules and standards to develop, implement and manage the Metropolitan State University of Denver emergency communications plan. Analyze theory, principles, conceptual models and processes to develop purchasing criteria for the acquisition off the necessary communications software, hardware, services and other tools to implement the plan.
(5%) Design and facilitate emergency-based scenario tabletop exercises and drills for campus departments
(5%) Assist in the development of all After-Action Reports for exercises and real-world events.
(10%) Develop, update, and provide training and exercise support to validate emergency management plans, including THIRA, CEMP, EOC SOPs, etc.
(5%) Represent the University Emergency Management at interactive campus outreach events such as fairs, student/staff orientations, seminars, trainings, etc. in order to educate students, faculty, and staff about emergency preparedness concepts.
(5%) Represent the University Emergency Management at outreach events hosted by local and regional counterparts in emergency preparedness and management.
(5%) Create new and innovative approaches to emergency preparedness training/outreach curriculum.
(5%) Provide response plan, Incident Command System (ICS), hazard analysis and recovery plan training to appropriate Metropolitan State University of Denver.

Required Qualifications:
Experience in creating strategies and processes for site specific emergency and continuity of operations planning
Experience in preparedness, mitigation, response, and recovery principals and emergency planning techniques
Experience in developing emergency plans
Experience in designing, hosting and facilitating stakeholder presentations

Preferred Qualifications:
Certification from Colorado Emergency Management Association or similar association.
Certification from International Association of Emergency Managers
Excellent written and oral communication skills.
Ability to identify and deliver appropriate training to the higher education community.
Ability to interface with key constituencies and stakeholders.
