PURPOSE:

Under the general direction of the Vice President for Student Affairs and Enrollment Services, and working closely with the Associate Vice President for Student Affairs/Dean of Students, the Senior Director of Health and Wellness Services is responsible for the overall administration and evaluation of Health and Wellness Services: the Personal Growth and Counseling Center (PGCC), the Campus Health Center (CHC), Health Promotion and Education, Campus Sexual Assault Advocate, the National Coalition Building Institute Campus Affiliate, Campus Chaplaincy and Student Disability Resources (SDR). The Senior Director of Health and Wellness Services is expected to develop a comprehensive, holistic and integrated public health approach to services, programs, protocols and policies that impact the health, well-being and mental health of CSUMB students. Working with colleagues across campus and throughout the tri-counties, region and state, this position helps to develop a strong culture of health and wellness that allows students to enhance their capacity to learn and develop lifelong skills for success, providing administrative leadership to a Health and Wellness Services team that is committed to serving a diverse student body.

ESSENTIAL DUTIES AND RESPONSIBILITIES include, but are not limited to, the following:

  1. Administratively oversees, manages and evaluates all assigned PGCC clinical services delivery personnel, office staff, Health Promotion and Education Manager, Director of Student Disability Resources (SDR) and volunteer campus chaplains. Maintains operational policies and procedures for areas within Health and Wellness Services, including adherence to Chancellor's Office Executive Orders. Ensures compliance with appropriate professional health and mental health standards, including legal and ethical guidelines. Manages and proposes the PGCC and CHC annual operating budgets, including general fund monies and multiple trust funds; provides guidance for final submission of SDR's budgets; consults with professional colleagues campus-wide regarding the health and psycho-social/developmental needs of students; provides opportunities for continuing education and professional development for HWS staff; develops and maintains professional relationships with system-wide colleagues.
  2. Oversees collaborations with campus partners across divisions to achieve smooth coordination and implementation of health-related prevention, assessment, and treatment services for students. Includes collaboration with the University Chief of Police and the Dean of Students in regards to health-related issues affecting the campus community. Maintains collaborative relationships with community agencies and organizations providing health-related services to students. Member of the Emergency Operations Center.
  3. Provides strong and effective leadership in the development of comprehensive approaches to enhance wellness promotion, outreach and education initiatives to include focus on alcohol and other drugs, suicide prevention, depression and anxiety, relationships, equity and inclusion, stress management, sexual health, other addictions, smoking cessation, sleep disorders, dietary needs, exercise and sexual assault and violence prevention. Provides consultation to administrators, faculty, staff and parents regarding health issues with students and other members of the CSUMB community. Maintains professional relationships with public and private health/mental health agencies, as well as with private practice providers.
  4. Initiates the creation, planning and implementation of new programs; ensures the appropriate evaluation of existing programs; provides health, psycho-social and wellness education to the campus community; participates in campus wide outreach and orientation activities as well as community-based outreach activities and programs. Maintains a close working relationship with Doctors on Duty (Campus Health Center) on broad programmatic issues and fosters a team approach with the delivery of health care services. Consults and works closely with Academic Affairs Leadership, Teaching Learning and Assessment, all Student Affairs offices, Academic offices and academic departments in developing and implementing preventive health and mental health programs; serves and provides leadership on appropriate campus-wide, system-wide and state committees.
  5. Provides oversight and monitoring of the Campus Health Center contract with Doctors on Duty, ensuring compliance and appropriate contract updates and renewals as appropriate.
  6. Provides oversight and monitoring of the MOU with the Monterey County Rape Crisis Center, (including site supervision of the Campus Sexual Assault Advocate), ensuring compliance and appropriate contract updates and renewals as appropriate.
  7. Provides oversight and monitoring of agreements to enhance program development efforts and increase services to students.
  8. Grant-writing and other strategic planning efforts to ensure resource development. Provides oversight of federal, state and/or local grants and funds awarded to Health and Wellness Services, ensuring completion of goals and objectives.

Knowledge, Skills and Abilities:
Knowledge of and demonstrated expertise: with developmental issues of college mental health, college student populations and multicultural/diverse populations; with health and wellness concerns facing college students, including best practices in college health and counseling; in legal and administrative issues related to the operation of health care and responsibilities for the profession; organizational development and outreach, curriculum design and development of psycho-educational, wellness and prevention programming, including alcohol and other drug prevention, diversity awareness and prejudice reduction, and crisis intervention; and in management and administrative techniques related to the development and implementation of appropriate methods of work planning, scheduling and coordination in a team environment to meet changing organizational objectives and to insure the accomplishment of all work in a timely and effective manner. Knowledge and ability to use strong organizational, personnel, supervision, and budget management skills. Demonstrated competency in health care, public health, health promotion and crisis management principles.

Ability to: understand and adhere to the highest principles of ethical behavior; plan, organize, and communicate effectively both verbally and in writing; provide leadership to a team effort that provides services to students in a sensitive and responsible manner creating an environment with a strong student/customer service orientation; be transparent and positive in approach to leadership and management, demonstrating success at working with students, parents and colleagues throughout many levels of a complex environment; use supervisory principles, practices, and techniques to accomplish results through delegation and motivation; administer and forecast budget; plan, direct, assess and determine program functions, setting deadlines and completing projects accordingly; use appropriate technology, including a personal computer and associated software; and establish and maintain cooperative working relationships within a diverse academic environment.

Minimum Qualifications:
Equivalent to a masters degree in public or community health, health administration, public administration, or a health-related field; AND five years related administrative experience in the management of health, mental health, or health promotion services, or a closely related area of health care practice and administration.

Working knowledge of the local/tri-county area and community resources. Educational background in public health/behavioral health administration. Previous university experience. Experience working with a diverse and multicultural population and performing community services. Demonstrated technical literacy. Technical fluency with Oracle/PeopleSoft, CSU Common Management System or equivalent student information system; Microsoft Office Professional Suite, and Google mail and calendaring programs.

Commensurate with qualifications and experience.
