Lecturer / Visiting Faculty - City Planning

The Department of City and Regional Planning at the Weitzman School of Design, University of Pennsylvania seeks candidate(s) to teach 2 - 3 courses in the Land Use and Environmental Planning concentration of the Master of City Planning program, as well as an Urban Finance core course during academic year 2023-2024. The teaching load can be covered as a full-time position or part-time positions based on candidates' qualifications and interest. Academic titles can be: lecturer or visiting faculty member (professor/associate professor/assistant professor) based on candidate experience.

Visiting Faculty appointments typically have continuing academic appointments in another institution of higher education, or have continuing associations with business, non-profit organizations, or government agencies. A full-time position will be eligible for benefits; part-time positions are contracted by course.

The three courses that we need taught are:

CPLN 530 Introduction to Land Use Planning
This course explores the theory and practice of land use planning in local, regional, and state-level planning in the United States. We will deal with both the institutional environment in which planning occurs and the methods that planners must know to create and implement a comprehensive plan, including zoning, subdivision and land development regulations, capital improvements programs, form-based codes, and design review.

The course encompasses both the long-range perspective of comprehensive planning and the day-to-day administration of planning policies and regulations. The basic principles of functional plans, area plans, site plans and form-based codes are also covered.

CPLN 531 Sustainability and Environmental Planning
This course will identify and evaluate the application of planning tools and strategies to enhance sustainability and environmental conditions, and to promote the wise use of natural resources. Students will understand the causes and effects of air, water, and land pollution, and how to evaluate and implement responses to pollution through regulations, financial incentives, infrastructure, and design techniques. Emphasis is on planning to create sustainable communities. The course provides an overview of federal programs for protecting air quality, water quality, and endangered species along with managing climate change, solid waste, toxics, energy, transportation, and remediating brownfields in an overall sustainability framework. State-level, local government, and NGO efforts to protect the environment are also explored as are green infrastructure and green cities.

CPLN 502 Urban Economics and Public Finance
This course first covers the basic concepts of urban economics: central place theory, gravity models, agglomeration economies, bid rent curves, and regional settlement patterns. The course takes the theory and applies it to metropolitan outcomes: central business districts, edge cities, edgeless cities, the favored suburban quarter, and megaregions.

The second half of the course connects the community facilities section and the future land use map of the comprehensive plan with a city's capital improvements program to focus on how to pay for public infrastructure. Financing techniques include: bonds, pay-as-you-go, user fees, tax increment financing, impact fees, adequate public facilities ordinances, sales taxes, property taxes, and land value taxation. Cost-benefit analysis and other infrastructure finance practices are discussed. Applications of public finance include: (a) Financing affordable housing projects; (b) Financing economic development and redevelopment projects; (c) Financing transportation projects; (d) Structuring public-private partnership deals; (e) Financing environmental and green infrastructure projects; and (f) Issues in school finance.

In addition to these three required courses, there is the possibility of teaching an elective.

Qualifications
Applicants should have a PhD or be in the dissertation writing stage OR have relevant professional experience.
