Job Description Summary:
Under the general direction of the Director, Information Systems, the Web Developer manages and administers the intranet and public-facing web content management system of the District; reviews, manages and updates District website structure and organization; updates and supports the maintenance of general pages when needed using web programming, development, and design tools; integrates data from the District's ERP system to the website and other web-based applications; assists in updating division, department, office, committee, and other District-related webpages using standard techniques and templates; recommends the appropriate technique in presenting information following accepted practices of web publishing; maintains the structure of intranet sites to ensure organization and management of information; and, provides guidance to faculty and staff on developing and publishing electronic materials compliant with accessibility standards.



Knowledge Skills and Abilities:
KNOWLEDGE OF:

Principles, practices and procedures of website design and implementation.
Computer graphics, page layout, image scanning, HTML, text editors, scripting, database design and programming languages and software used in web page development and management such as but not limited to WordPress, Drupal, Site Core, and OmiUpdate.
ERP system programming such as Colleague and Banner.
Accessibility guidelines and practices following section 508 and its implementing guidelines.
Website programming languages, utilities, and applications; preferably Microsoft .Net framework (Visual Basic .Net, ASP.Net, C#.Net) and Java, Python, Perl.
Design aesthetics in web design.
Policies and objectives of assigned programs and activities.
Oral and written communication skills.
Correct English usage, grammar, spelling, punctuation and vocabulary.

ABILITY TO:
Develop wireframes, forms, features, and functions on a widely used web content management system such as Drupal, Share Point, and Site Core using programming and/or interfacing scripts, plug-ins, and APIs.
Develop and maintain web-based applications including databases, web apps, application services, web services, and other components of an application following a multi-tier architecture.
Review, manage and update a variety of websites in support of assigned educational programs.
Collaborate with faculty, staff, administrators and others in the development and implementation of program websites.
Interpret, apply and explain rules, regulations, policies and procedures.
Collaborate with faculty, staff, and administrators to embrace accessibility as a normal way of developing electronic materials consistent with the guidelines implementing section 508 of the Rehabilitation Act of 1973.
Establish and maintain cooperative and effective working relationships with others.
Work under pressure in meeting schedules and time lines.
Plan and organize work.
Communicate effectively both orally and in writing.
Operate PC and Mac computers and a variety of specialized software used in web design.

Essential Duties:
Manage and administer the various environments of the web content management system (WCMS) related to the website of the District and other auxiliary services/organizations including, but not limited to, the development, staging, and production environments. Work collaboratively with other technical staff for the administration of the WCMS including access rights and security.

Review and recommend processes and procedures to ensure accessibility following section 508 and other applicable state and federal laws and standards by adopting tools, providing training, issuing notices, helpful tips and guides, and/or other ways to meet accessibility standards for information and communications technology tools and materials.

Monitor and maintain the access rights in the WCMS by managing user accounts and by implementing role-based access on the various environments (development, staging, and production environments).

Manage and administer the webpage templates and make adjustments, when necessary, to address the various needs of divisions, departments, and offices through programming. Identify district needs for new templates and features and adopt/develop the same that will enrich the website with content that that is recent and responsive to the needs to their respective target audiences. Research, review, write, modify, test and implement script files, plugins, and/or cascading style sheets used on District websites; perform and test updates; determine and make necessary changes. Work with users and consultants in developing new and revising existing templates and wireframes to address District needs.

Integrate scripts and APIs from third-party solution providers on the website or a webpage. Develop scripts and codes to extract data from the Districts ERP system and/or other systems to import data to the Districts website or web-based applications. Develop web applications using standard development processes and programming techniques and tools.

Perform general updates to District homepage and Division, department, committee and other District websites using standard design templates, including periodic departmental updates; respond to request for assistance for edits, changes, deletions and other modifications by offices, departments, or divisions; review web pages for outdated content; edit format and styles; assure HTML content compliance with accessibility, content and formatting standards.

Produce and upload digital graphics and master header images for use on intranet and public-facing general sites and pages; produce and edit photographs, graphics, flyers, posters and brochures; resize, crop, format, recolor and perform other edits to graphics as required; submit master header images to appropriate department for approval.

Assure accuracy of uploaded data in accordance with District policies and procedures; assist in uploading electronic documents including, but not limited to, meeting agendas, electronic document packets, committee meeting minutes, press releases and District news, Human Resources job postings and other documents in a timely manner as assigned.

Train other employees on the use and maintenance of pages including introducing new plug-ins and templates, wireframes, and other related features and functionality of the website and the website platforms.

Serves as a leading advocate for information and communications technology accessibility on campus by assisting users in finding solutions and by providing training and workshops.

Communicate with personnel, technological organizations and outside agencies to exchange information, coordinate activities and resolve issues or concerns related to program websites, technologies, training, updates, malfunctions and assigned activities.

Research and learn technology, design principles, practices, trends and techniques related to web design and digital graphic imaging using books and online resources such as tutorials, webinars and videos.

Attend and participate in a variety of assigned conferences, committees, workshops, and meetings.

OTHER DUTIES:

Education and Experience:
EDUCATION AND EXPERIENCE:

Any combination of education and experience that would likely provide the required knowledge and abilities qualifies. A typical way to obtain the knowledge and abilities would be:

EDUCATION: Bachelors degree in web development, information technology, computer science, information systems, or related field and two years web development or administration experience.

EXPERIENCE: Three years of professional experience in web development, programming, and maintaining/administering enterprise-level web content management systems in medium to large scale implementation. Experience with Drupal preferred.
