ABOUT THE POSITION
Under general direction of the Dean of Student Equity, the Director of High School Outreach and Educational Partnerships plans, develops, organizes, coordinates, reviews, and evaluates operations and activities related to Matriculation and Early College Initiatives, including High School Matriculation, the Welcome Center,College and Career Access Pathway (CCAP), Early College at Browning, individual dual enrollment, and High School Articulation. This position may also supervise additional areas as assigned.
DISTINGUISHING CHARACTERISTICS
Under general direction of the Dean of Student Equity, the Director of High School Outreach and Educational Partnerships plans, develops, organizes, coordinates, reviews, and evaluates operations and activities related to Matriculation and Early College Initiatives, including High School Matriculation, the Welcome Center, CCAP, Early College at Browning, individual dual enrollment, and High School Articulation. This position may also supervise additional areas as assigned. The Director will be managing day-to-day activities, researching best practices and regulations, training, budgeting, collaborating with faculty and staff, and supervision of staff and faculty connected to high school outreach and early college initiatives. This role collaborates closely with key campus stakeholders, including the faculty, counselors, coordinators, staff, and managers (e.g., Director of First Year Experience, Director of College Promise).

Duties
DUTIES
The duties listed below are intended only as illustrations of the various types of work that may be performed. The omission of specific statements of duties does not exclude them from the position if the work is similar, related or a logical assignment to this class.
- Plan and direct day-to-day operations and activities for Matriculation and Early College Initiatives, ensuring full compliance with state regulations and district policies. Hire, train, supervise, and evaluate program personnel.
- Lead annual program planning for Matriculation and Early College Initiatives.
- Cultivate and sustain relationships with local K-12 partners that advance matriculation and dual enrollment, and support the expansion of Viking Advantage and the Long Beach College Promise.
- Develop and update CCAPs, MOUs, and articulation agreements in coordination with K-12 administrators and key stakeholders; prepare and submit annual CCAP reporting to the California Community Colleges Chancellor's Office.
- Partner with internal and external stakeholders to grow dual enrollment, build CCAP pathways, maintain strong course success rates, and increase completion of 12+ units before high school graduation.
- Collaborate with deans and department chairs to establish program timelines, coordinate course offerings, and secure faculty assignments; develop and maintain the faculty handbook and related onboarding materials; provide ongoing communication and support to participating instructors; and address issues affecting faculty and students.
- Regularly convene the Dual Enrollment Workgroup.
- Work closely with the Matriculation Coordinator, Dual Enrollment Counselor, and Counseling department heads to provide educational plans and counseling support for matriculation and dual enrollment students both on campus and at high school sites.
- Update new student orientation, website content, and related program resources to maintain compliance with Title 5 and other legislative requirements by established deadlines.
- Coordinate year-round program services and events, including but not limited to the High School Educator Conference, Express Days, Viking Preview Day, Viking Summer Voyage, Viking Scholars Award Ceremony, Welcome Day, Family Nights, live orientation, and group counseling.
- Analyze disaggregated student data on an ongoing basis to identify equity gaps, and implement case management and targeted interventions that improve matriculation conversion and course success.
- Foster strong communication and collaboration with Enrollment Services, Counseling, First-Year Experience, Disabled Student Programs and Services, learning communities, and other student services to remove barriers and promote student success.
- Develop, monitor, and administer program budgets; coordinate expenditures and maximize financial resources across multiple funding sources
- Administer grants, including contract execution, budget development and monitoring, grant activity management, reporting, and invoicing for program expenditures.
- Monitor state and federal regulations and trends affecting dual enrollment and matriculation; interpret requirements for staff, faculty, administrators, and K-12 partners and provide guidance through professional development and ongoing communication.
- Communicate effectively both orally and in writing using interpersonal skills with tact, patience, and diplomacy.
- Work with Information Technology (IITS), Institutional Effectiveness and other District personnel on a continual basis to assist in improving processes; measure effectiveness, and provide the most accurate data to reporting agencies (e.g. California Community College Chancellor's Office).
- Participate in evening or weekend activities as required to support program and institutional needs.
- Performs other related duties as assigned that support the objective of the position.
SUPERVISORY RELATIONSHIPS
This position reports to the Dean of Student Equity and supervises and evaluates assigned staff.
PERSONNEL
Responsible for recommending the hire, transfer, suspension, lay-off, promotion, assignment, discipline, training, professional development, assignment, direction and performance evaluation of assigned staff; administering collective bargaining agreements, employment and promotion selection procedures; and compliance with District policies, rules and regulations regarding personnel; evaluation of the performance of assigned staff, providing direction and assistance wherever a need for improvement is identified.
Qualifications
MINIMUM QUALIFICATIONS:
- Possession of a master's degree, and
- One year of formal training, internship, or leadership experience reasonably related to the administrative assignment.
Evidence of sensitivity to and understanding of the diverse academic, socioeconomic, cultural, disability, and ethnic backgrounds of community college students.
DESIRABLE QUALIFICATIONS:
- Three or more years of experience focused on matriculation and dual enrollment programs.
- Effective oral and written communication and organizational skills
- Demonstrated knowledge of Federal, State and institutional programs
- Demonstrated ability to manage financial resources with a record of fiscal responsibility and accountability
- Evidence of experience in the areas of organization, planning, development, staffing, budget management, evaluation, and supervision reasonably related to the administrative assignment
- Practical and operational understanding of dual enrollment, outreach, and matriculation services
- Demonstrated ability to problem solve and make timely, fair, and equitable decisions
- Demonstrated advocacy for students and student needs.
KNOWLEDGE OF:
- Federal and state laws and regulations, and district policies related to student services and programs, including but not limited to State Education Code sections, Student Equity and Achievement (SEA) Program, AB 19, AB 705, AB 1705, AB 1805, AB 132, AB 288, SB 1244, SB 554, Americans with Disabilities Act, Dream Act, FERPA, Title IV, Title IX, the and other legislative bills, regulations, policies, and procedures.
- Student services procedures, including orientation procedures, placement services, counseling and educational planning, enrollment services and procedures, referrals to specialized support services, CCAP partnership agreements, high school articulation processes, and LBCC instructional programs.
- Budget preparation, reporting, and administration for programs, including grant-funded programs, and audit response procedures for district, state, and federal requirements.
- Staff and faculty collaboration with full consideration for bargaining units, agreements, and employment laws.
- Supervision and leadership that models collaboration, inclusivity, and a culture of care.
- Digital tools that are essential for project management, outreach, and academic case management

- Work effectively with faculty, management, staff, and students to promote access and equity; work cooperatively and coordinate projects with other institutional stakeholders to offer effective services to students.
- Exhibit and promote a commitment and sensitivity to, and respect for, the diverse academic, socio-economic, ethnic, gender, cultural, disability, and religious backgrounds and sexual orientation of community college students, faculty, and staff, as well as a commitment to integrating diversity into the College's instructional program.

- Manage multiple projects while meeting schedules and timelines.

LICENSE AND/OR CERTIFICATE:
A valid California driver's license and the ability to maintain insurability under the District's vehicle insurance policy.
