Engineering Project Management
Direct/Manage/Supervise the activities of engineering project managers and associated staff. Oversee and coordinate multiple related engineering projects. Provide guidance to project managers on proposal analysis/proposal development, workload planning, project schedules, and cost/budget to ensure projects align with program capabilities and the overarching business objectives. Address and resolve escalated issues from project stakeholders, including engineers, clients, or regulatory agencies. May be responsible for overall program profit and loss (P&L) statement. Requires a bachelor's degree in engineering, mathematics, or related field.

Responsibilities
The University of Utah seeks a full-time Project Manager to support a newly funded NSF Programmable Cloud Laboratory (PCL) Test Bed Node, a distributed research facility providing remote, programmable access to scientific instruments through open APIs and AI-assisted automated workflows. Reporting to the PI/Node Director and serving on the Node Management Team alongside the Operations/User Support, Data & AI, and Research Security/Biosafety leads, the Project Manager will hold primary responsibility for managing the project's budget, schedule, and scope. Core duties include developing and maintaining the Project Implementation Plan and the living Strategic Implementation Plan; tracking progress against the program's milestone gates (Alpha at 12 months, Beta at 18 months, Robust User Service at 24 months, and a Post-Award Continued Operation plan at 48 months); maintaining the Instrument Inventory Table in compliance with 2 CFR 200.313; preparing and submitting quarterly and annual reports through Research.gov; coordinating NSF site visits, coordination videoconferences, and cross-node standards working groups; organizing Recruitment and On-Boarding Workshops and the annual in-person PCL PI meeting; monitoring risks and compliance obligations spanning research security, AI safety, biosafety, participant support costs, and Build America Buy America requirements; and collecting and reporting user satisfaction metrics. PMP certification or equivalent qualification is required, along with demonstrated experience managing complex, multi-stakeholder technical projects, preferably in a federally funded research or shared instrumentation facility environment. Strong written communication, budget management, and cross-institutional coordination skills are essential.

Minimum Qualifications
EQUIVALENCY STATEMENT: 1 year of higher education can be substituted for 1 year of directly related work experience (Example: bachelor's degree = 4 years of directly related work experience).
Department may hire employee at one of the following job levels: Senior Supervisor, Engineering Project Management: Requires a bachelor's (or equivalency) + 4 years or a master's (or equivalency) + 2 years of directly related work experience.

Preferences
PMP (Project Management Professional) from PMI, or an equivalent qualification that may include

PgMP or PMI-ACP (also PMI)

* PRINCE2 Practitioner* IPMA Level C or B certification* CAPM plus substantial documented project management experience
