DESCRIPTION

Under the direction of the Executive Director of Institutional Effectiveness and Planning, the Senior Research and Planning Analyst provides lead direction in the coordination of District institutional research projects, data warehousing, institutional reports, data analysis, and program review.This position will not supervise classified staff in the department but will provide lead direction to the office staff in order that they may complete their work to accomplish office objectives.

EXAMPLE OF DUTIES

RESEARCH & PLANNING

  • Anticipates the research, general information, planning, and evaluation needs of the District and recommends research projects based on those needs.
  • Coordinates the structured acquisition data for research projects in appropriate form using suitable statistical and database tools.
  • Monitors the integrity of the District's centralized data files through audits tied to the production of both cyclical and ad hoc reports; coordinates with appropriate offices on campus to ensure that errors are corrected in timely fashion and prevented in the future.
  • Applies advanced knowledge in research methodology in conducting complex institutional research studies and in developing and maintaining research information systems.
  • Coordinates the selection, adaptation, and application of appropriate quantitative and qualitative research design and statistical tools and techniques to research questions. Organizes, disseminates, and presents research-based information, analysis, and interpretation clearly and effectively in narrative, tabular, and graphical publications as well as oral modes.
  • Maintains office databases and reports suitable for answering typical data questions and anticipating future ones.
  • Serves as a resource to college committees on enrollment management, institutional effectiveness, planning, program evaluation, program review, and accreditation.
  • Applies knowledge and skills in research methodology and analysis preforming all phases of research studies, including problem definition, study design, data collection, analysis, interpretation and presentation of findings.
  • Provides research and evaluation support for prospective and awarded grants made to individuals, groups, the college, and the district as part of a larger consortium of schools.

    BUSINESS INTELLIGENCE

  • Coordinates the selection, adaptation, and application of enterprise business intelligence software (e.g., IBM SPSS Modeler, Stata) for the purposes of data mining and predictive modeling.
  • Administers the district's Banner Enterprise Data Warehouse (EDW) / Operational Data Store (ODS) and associated enterprise reporting applications (Ad-hoc Reporting Generation and Output Solutions, or ARGOS), including overseeing the nightly refresh process
  • Programs custom Oracle Procedure-Based Structured Query Language (PB-SQL) code and processes into ODS database using Oracle SQL Developer to extend the reporting capacities of the districts centralized data warehousing system in support of daily, short-term, and long- term district operations
  • Resolves technical issues related to Banner and ARGOS with support from Information Technology Services (ITS) and technical product representatives
  • Trains District employees on state and local databases and the use of the ARGOS reporting tool and related database querying software
  • Integrates data from multiple, discrete systems outside of Banner (e.g., DegreeWorks, CITrack, the Chancellors Office Referential Files, etc.) by programming SQL code and loading supplemental data into the ODS for reports.
  • Administersthe security of the ODS database and associated reporting software
  • Coordinates data collection, coding, and input functions using appropriate tools, such as scannable forms and other software, structured interviews, or manual data entry (e.g., eXplorance Blue Course Evaluation, IBM SPSS Text Analytics, eXplorance Blue Surveys, ABBYY scanning software).
  • Provides technical and analytical support to departments, educational units, committees, faculty, staff, and administration in research-related activities and the use of ARGOS created dashboards.
  • Identify and report on trends in research, education, governmental regulations, business, community and student characteristics, and other fields important to PCC.
  • Represents the Office of Institutional Effectiveness on District committees and the College at professional conferences.
  • Performs other duties as assigned.


    MINIMUM QUALIFICATIONS

    EDUCATION AND EXPERIENCE:

  • Master's degree in a specialization involving social-science or higher-education or similar research (or the equivalent combination of a bachelor's degree and experience), with coursework in tests and measurements, statistics, and research design/methods;
  • Experience conducting research, analyzing data, and presenting findings in a higher education setting; and
  • Experience in positions or functions which require sound judgment and ability to make independent decisions.

    DESIRABLE QUALIFICATIONS

  • Advanced understanding of concepts and structures of centralized data storage and retrieval.
  • Advanced knowledge of Oracle PB-SQL.
  • Functional knowledge of database design and enterprise reporting tools, such as SQL Developer.
  • Working knowledge of computer systems, data warehousing and Windows PC applications, including SPSS and Microsoft Word, Access, Excel and Publisher.

    PHYSICAL DEMANDS:

    Must possess mobility to work in a standard office setting and use standard office equipment, including a computer; vision to read printed materials and a computer screen; and hearing and speech to communicate in person, before groups, and over the telephone. This is primarily a sedentary office classification although standing and walking between work areas may be required. Finger dexterity is needed to access, enter, and retrieve data using a computer keyboard or calculator and to operate standard office equipment.Positions in this classification occasionally bend, stoop, kneel, reach, push, and pull drawers open and closed to retrieve and file information. Employees must possess the ability to lift, carry, push, and pull materials and objects up to 25 pounds.

    ENVIRONMENTAL ELEMENTS:
